Durbin of Illinois, the second ranking Democrat in the Senate, will make the liberal case for a major deficit reduction deal on Tuesday morning, arguing that it is in the left's interest to ensure the long-term viability of Medicare and Medicaid while using a "Grand Bargain" to win concessions on upfront spending to improve the economy.
