Congress will return from recess on Monday and confront the question of whether to authorize a military intervention in Syria. With many lawmakers leaning against giving President Obama the go-ahead, Denis McDonough, the White House chief of staff, will appear on all five major Sunday shows.

Representative Mike Rogers of Michigan, chairman of the House Intelligence Committee, will also appear on CBS’s “Face the Nation.” Representative Justin Amash, Republican of Michigan, and Representative Elijah E. Cummings of Maryland, the ranking Democrat on the House Oversight Committee, will talk about public opposition to a military strike.

In addition to Mr. McDonough, Senator Rand Paul, Republican of Kentucky and a member of the Senate Foreign Relations Committee, will be on “Fox News Sunday,” where he will discuss his strong opposition to taking action in Syria.

Senator Ted Cruz, Republican of Texas and another opponent of intervention in Syria, will join Mr. McDonough on ABC’s “This Week.” Also on the program will be Gregory Hicks, a former State Department official, offering his account of the attack on the diplomatic mission in Benghazi, Libya, one year ago.

On NBC’s “Meet the Press,” Mr. McDonough will be joined by four lawmakers: Representative Michael McCaul of Texas, the chairman of the House Homeland Security Committee; Representative Peter T. King, Republican of New York, who serves on the Intelligence and Homeland Security Committees; Representative Loretta Sanchez, Democrat of California and a member of the House Armed Services and Homeland Security Committees; and Senator Tom Udall, Democrat of New Mexico, who voted against authorization as part of the Senate Foreign Relations Committee.

Three House members who are likely to vote against action in Syria â€" Representative Marsha Blackburn, Republican of Tennessee; Representative Buck McKeon, Republican of California; and Representative Jim McGovern, Democrat of Massachusetts â€" will be on CNN’s “State of the Union” with Mr. McDonough at 9 a.m. Eastern.

Three more lawmakers will appear on the program at noon Eastern to offer differing perspectives: Representative Barbara Lee, Democrat of California; Representative Gerry Connelly, Democrat of Virginia; and Senator Chris Coons, Democrat of Delaware.

Mr. Connelly will also appear on Bloomberg’s “Capitol Gains,” broadcast at noon Eastern. Richard Cordray, head of the Consumer Financial Protection Bureau, will discuss his new position and the new mortgage rules that will take effect in January.

Senator John McCain, Republican of Arizona and a member of the Senate Armed Services Committee, will appear on Telemundo’s “Enfoque” at noon Eastern to discuss Syria. Also on the program will be Senator Robert Menendez of New Jersey, the chairman of the Senate Foreign Relations Committee; Representative Xavier Becerra, Democrat of California; and Representative Mario Diaz-Balart, Republican of Florida.

Representative Raul Labrador, Republican of Idaho, and Representative Tony Cardenas, Democrat of California, will join Univision’s “Al Punto” at 10 a.m. Eastern, talking about how the debate over Syria could affect immigration reform.

Stephen J. Hadley, a former national security adviser, was on Bloomberg’s “Political Capital,” broadcast Friday with repeats throughout the weekend.
